The whole question of the future of the Okavango swamp and its indigenous people is now at the centre of a vibrant southern African debate. The demand for water from the Okavango has led to plans to dam the river in Angola or in Namibia; the need for grazing for Batswana cattle has led to efforts to eliminate the tsetse fly; and hence the encroachment of domestic animals on wilderness areas.
